I am raising a serious issue. Today I went to the licensing department in Port Shepstone to do my learners test which was booked for today the 28th of July, and paid for on the 7th of July. Just before assessment, I was informed that I had ‘not paid’, the amount of R190.00, I even received I had received a R10.00 note as change as I had paid with a R200.00 note.
On the day, 7th of July, with regard to payment, I received a slip which was then seen as invalid proof of payment which stated the date of the test (28th of July) as well as time and was coded for a Light motor vehicle.
After confronting inquiries about this, not only did I find out that there was no proof of payment, but that I had also not even been put on the system! I sat for 7 hours at the licensing department on the 7th, all for nothing!
The money I paid has disappeared into thin air, unfortunately, I am without proof to back the fact that I paid, which I guess is a rookie error. However, CCTV cameras at the department are going to be checked. They would have been checked today but the supervisor was apparently in a meeting.
Meanwhile, I had arranged to re-book and REPAY for Monday the 31st of July test date, until the supervisor was there to check footage and see what had happened to my money in order for it to be recovered, or the matter to be dealt with further.
As I was doing so, a woman behind the counter whom I did not mention anything to about my previous-made payment, rudely called me to come over into her cubicle and insisted that I had not paid although I was more than happy to repay her until further action was taken with the missing previous payment.
I then insisted that I had paid and do not mind paying again as I thought the missing money would be dealt with at a later stage. She began to insult me so I raised my tone of voice, saying nothing offensive and only standing my ground. She then refused to assist me and closed her blind on me.
I then went into the next room to find the elderly lady I had previously spoken to and that had assisted me, to tell her that this woman behind the counter would not help me, however, I could not find her. As I was leaving the room, the rude woman at the counter met me in the corridor and pushed my money and paper back on to my chest, I insisted that she help me and calmly attempted at handing the paper and money back to her in order to gain some form of assistance, she pushed my hand with my stuff in it back towards me harshly so I retaliated by shoving her back in the stomach. She then proceeded to grab me by my throat and push my against the wall harshly. I remained placid, coming very near to the point of losing my mind! However I managed not to, I just continued to push and shove her away from me.

Not only was my money dishonestly taken but I was assaulted too! I am also under 18 years old and was in school uniform when this took place, that woman knew rather well that I am a youngster.
I had an art preliminary exam today afterward and this commotion held me up and left me in an unclear state of mind. I went to the police station this afternoon and opened a case, I hope this issue is going to be dealt with. This post is just to create awareness about what is going on, I know that a lot of people don’t stand up for themselves when ill treated in places like the licensing department due to fear of not being assisted, however, we must change this.
